Eye-brows were raised over the proposal to outsource some of the state's ambulance services. Are private ambulances ready to respond ?
One question raised was, " why the Civil Defence Force cannot expand it's fleet to cope with demands in Singapore. Can the private operators be as good and professional as the Civil Defence ?
Personally, I've seen both ambulances in operation. One is fully equipped like a mini-hospital in constant radio communication with the hospital, the other is like a mini-bus with a stretcher, an oxygen tank, a medic communicating with his boss on locations.
Accordine to reports, an SCDF ambulance cost almost $240,000, needs 12 person to man it round the clock and 13 months to train a medic. Although it is costly for the SCDF but our lives cost even more. Can they just push the job to someone less reliable ?
outsource doesn't necessary always means poorer quality.
Our government is actively going into such Public Private Partnership (PPP) thingy .
For such a service to be contracted out, comprehensive Scope Of Requirements will and key performance indicators will definitely be in place.
In the SAF, many services were already outsourced...In RSAF - From maintenance of aircraft to training services were also too..
Out Sourcing will provide benefits like - cost effectiveness,reduces manpower thus creating capacity for better use, enables a competitive market in the industry......So why not ?
