my fren werking in sengkang npp.its actual an mentally retarded man doing tis....they a few cases related to him....cannot do much though(bcoz he have the green paper)

i bet to differ from what your fren who is working in sengkang npp had mentioned to you.
even if the culprit is a mentally retarded person, he or she can still be arrested.  if investigation revealed that he is the culprit of the cases mentioned, he can be ordered to be kept in the Insitute of Mental Health, to prevent him from further committing the offences.

The only neighbourhood police post nearest to us is the sengkang npc. We're going to have punggol Npc but its gonna take a long time. There's a planned for it to be build but not too soon i guess.
