Sometime in 2009..I recorded the bidding results for the shops at Blk 301 punggol central. Do not remember
why I did not post the results on the forum at that time.

Anyway, following were the results. The first number is simply a meaningless running serial number, the second number
is the size of the shop in sqm. and the $$ is the monthly rental. This excludes the S&C payable by the tenant to the town council.

I believe a pretty good argument can be made, for the profits (rental - cost recovery), that HDB takes in
from the community, to be handed over to the Town Council.

If the imaginery "pretty good argument" is accepted, getting the money can probably be done rather easily.
example, state that the S&C will be x %, eg. 100%, of the monthly rental paid to HDB for subsequent bidding.

Bidders who have a budget of $100,000/mth will then bid $50,000/mth for the shop space, knowing they have
to reserve $50,000 as S&C for the town council.

What can the additional S&C (service and conservancy) be used for? Things like free shuttle bus service, centered
around the coffeeshop, supermarket etc. Additional carparks, for shoppers. Well maintained public toilet next to the
coffeeshop instead of the coffeeshop operator providing toilet. Fund a charity that services the community.
Or setup grants for community projects proposed by residents etc.

Straits Times has an article on Dec 15, 2011, titled "One kopi-o, how much?", which has a quote from Mr Hong Poh Hin, chairman of the Foochow Coffee Restaurant and Bar Merchants Association which gives a bit of insight on coffeeshop rental costs. The article is about displaying/ announcing pricing upfront.

Mr Hong Poh Hin, chairman of the Foochow Coffee Restaurant and Bar Merchants Association, said rent for a 4,000 sq ft coffee shop in the town centre of a residential estate can cost as much as $100,000 per month, while a similar-sized one in the same estate outside the town centre can cost just $20,000.

'The price of kopi-c (coffee with evaporated milk), for example, can therefore range from 90 cents to $1.20,' he said.


Unfortunately, for Punggol 21+ residents, several of our coffeeshops are rented at thereabouts SGD 100,000/mth. Yes, even the ulu, outside the town centre coffeeshops. And, Yes, I know, we do not even have a town centre.
