Burning of incense on public property

Is there nothing we can do about this? It happened in broad daylight at the junction of Punggol Field and Edgefield Plains, and not during a peak period of incense burning too! And the aunties didn't care when I snapped the photo, as if it was their right to burn incense there. How do we educate the young when they're faced with this day in, day out?
