Inconsiderate neighbour

My upstair (17th floor) neighbour hang out his clothes outside using the bamboo pole to hit the S/S laundary rack making noises at every midnight. As you know the laundary area is just a way to the main bedroom. My heart beating very fast after I  heard the noise coming from the laundary area.  I worry about if I complained to HDB, the case will be worsen as he staying upstair and I am in 16th floor and no one will help?? what should I do? Anyone who had this experience, please advise.

On your master bedroom light, open the window and pop your head out.
see what his reaction ? maybe if he saw you, will scare. so next time will be better... try out.
