I think there have been a couple of articles with mentions of the Education Minister, and his "3 core areas" that the ministry is to focus on.

eg.
http://www.straitstimes.com/BreakingNews/Singapore/Story/STIStory_691459.html dated Jul 16, 2011
titled "Prepare children for the future: Minister", By Daryl Chin has the following,

  Mr Heng said his ministry will focus on three core areas: to provide a good value system; to teach social and emotional competencies; and to foster creative thinking skills.

That puzzles me.

What exactly does "good value system" mean?
What are "social and emotional competencies" ?
What exactly is "creative thinking skills" ?
