Punggol 21 plus development plans ....are they taking shape ?

I am wondering why there is still no sign of
Punggol Central main shopping mall being built.

The proposed site is still vacant with no sign
of any construction actitivity.  No signboard
to indicate any  construction coming soon.  

I think with construction of Punggol Lodge, Vista and
Treelodge nearing completiong, there should now be enough
critical mass to support a shopping mall.

This foot dragging on the shopping mall by HDB is worrying.
