obviously, most top person have no humble beginnings
therefore, most of the times when they speak,
they speak only to the people of their level

these ministers have to release a lot of reporters conference so that the ministers will think that DPM is doing his job. By giving a lot of non sense through reporters conference. So whatever they think of something, they will gather all the reporters to broadcast/writes whatever bull sh** they are having.

remember there was 1 time a survey was conducted by some professors in one of our university...............the outcome of the survey really give a negative feedback
there was some uproar from the parliments side

thus the surveyors come up with the 'correct' feedback stating they miss out 'something' when doing the overall assessment
