Dear Joanne


        Thank you for your feedback dated 18 Oct 06, on the development of Punggol Town.  We have in fact replied on 20 Oct 06.  However, that reply have not reach you.  We would like to assure you that the planning intention to realise the vision for Punggol as a unique waterfront town has not changed.   

2        Government agencies such as URA, HDB, NParks and LTA have been working together to realise the ideas that were exhibited as part of the Punggol 21 vision in 1996.  Some of these ideas, such as the creation of smaller housing estates clustered around green spaces, the completion of LRT system (East & West Loops), the provision of commercial facilities such as Punggol Plaza and shop clusters next to the LRT stations and better connections between road and rail have already been realised.  Similarly, other ideas that were outlined in the Punggol 21 vision will be realised progressively as the town develops.  While HDB has completed around 15,700 flats so far at Punggol since the first HDB block was built there in 2000, Punggol Town is still a relatively young and growing town with a relatively small population.

3        Apart from Punggol Plaza and the shop clusters at the LRT stations, land has also been set aside at the Punggol MRT station for future commercial and residential developments.  However, such large commercial enterprises require sufficient critical mass of residents to be viable.  In this regard, HDB is offering for sale about 3,000 Build-To-Order (BTO) flats this year and another 3,000 to 4,000 flats next year in the Sengkang and Punggol areas. This would help build up critical mass to speed up developments at Punggol Town Centre.

4        Pending the development of facilities that require a larger population catchment, URA has, together with various agencies, worked on shorter term commercial and recreational proposals for Punggol Point as part of the Rustic Coast proposals exhibited under the Identity Plan in 2002.  Some of the ideas obtained from the exhibition, such as a seafood village, sports and recreational facilities, F&B outlets and water sports were very well received.  Hence, a site has been marked out at Punggol Point to be sold in the second half of this year.  URA and HDB will continue to work with the local community, government agencies as well as possible interested parties to see how we can facilitate the implementation of more of these ideas.

5        Beside the plans at Punggol Point, there is also a plan for a cluster of sports & recreation and community developments at Punggol East which includes a plant nursery, golf driving range, food & beverage outlet, sea sports centre and a community hub.  Some of these sites have already been tendered out by SLA.  In addition, some parcels of vacant state land have also been made available for interim community and recreational use by the grassroots organisations.

6        In order to provide better pedestrian accessibility to the waterfront, a coastal promenade along the waterfront, totalling about 10 km, will be implemented in the next three to five years.  This network could include facilities such as cycling tracks, fitness corners, footpaths and benches.   

7        We would like to take this opportunity to assure you that many of the unique planning and design concepts in the Master Plan for Punggol Town are being implemented progressively as the town grows.  As a new town takes many years to grow, its vibrancy will develop and improve over time and URA will continue to work with HDB and other implementing agencies to realise these plans.  We seek your patience and understanding in this respect.

ultimately  what they mentioned throughout have no timeline being stamp.. it still boils down to the so called "demand" and "population"...... Just have to wait and wait loh
