Looking at current progress, don't think so it will be TOP by 4th quarter this year.
Even it can make it also close to end of 4th quarter, maybe around Christmas period.
Launch in 21th July 2012, suppose to be TOP by 21th July 2015. Seem impossible.

Project that are fully sold (Parc Centros) and yet build so slow.
Project that are not fully sold (Jewel@buangkok) and yet build so fast.
